Hey, anyone had someone buying a used part from you asking for a VIN number? He is in Ohio and says it's a law there, when rebuilding a salvage titled bike, that he has to have a signed bill of sale and the vin number of the bike the part came off of, he already paid me for the head light, and after the fact says oh yeah I need a signed bill of sale with the VIN number on it. I am like not part of the deal, he already bid on the auction and won it , and did not ask about that before bidding so I am not obligated because he failed to ask, I am just curious if anyone else has heard of this, my instinct is, he will get the light, and I will sign a copy of the auction or paypal transaction and send that with it, but the VIN number was not part of the deal...

if you thank it's bullshit call the state patrol there and ask them but i wouldn't sign away my vin without knowing first because if you do all he has to do is report the bike stolen and you could lose your bike or spend alot of time in court explaining why you sent him a bill of sale of your bikes vin to him if you didn't sale him your bike

I had to do that shit when I was biulding a kit car. I had to have a vin # for all the parts I used, or at the least a part manufacters part # for every part to give to the dmv to get it reg. and lic. You should of seen all the boxes of paper work I gave em. Took the assholes 2 months to get me a title. Maybe hes biulding a bike from scratch. I still wouldnt give him your vin though.

Thats BS....... Think about it, if he bought a headlight from the dealer there not gonna give him a vin number. Point him to a micro fich web site and tell him to look up the factory part number. Hes building a salvaged title bike, it already HAS a vin number.......

Yeah well he pointed outt his website...
http://www.ohioinsurance.org/factbook/2005/chapter6/chapter6_i.asp (http://www.ohioinsurance.org/factbook/2005/chapter6/chapter6_i.asp)
It mentions needing that info on all major parts that are replaced, but then it lists the major parts for a car, hood, bumber, engine, fenders, etc... no lights mentioned, I replied back to that effect, and will send him the light but not the VIN, thanks for the replies. He seems like a legit builder/seller on ebay with an almost 500 positive rating, I think he's just being anal about this, and I already told him I am not under any obligation to give him a VIN number since he didn't ask before he chose buy it now :)

Yeah well except the major components list is not mentioning anything about lights or small parts like that. So I think he is taking the request too far. Anyway, it smelled fishy to me and it does seem they have some requirements, but it does not include little things like a light and it does not mention a motorcycle at all. So if I was selling the hood or bumper off of my bike, then it would be a different story. :)

If you look through the terms of Ebay, as long as you are providing EXACTLY what you described you are not obliged to provide anything else. The onus is on the buyer to ask BEFORE he/she purchases to ensure that any special requests can be made before they bid.
Even if it is required by law, he knew this and should have asked before hand. Personally, I wouldn't give it to him.

Thanks for all the posts, I replied with the link he sent me, pointing out they only require this on major components such as engine transmission, bumpers and fenders and hood etc... so I will be shipping him the light with out the VIN.

Now that is really odd....I just sld my stock headlight on Ebay to "John" in Ohio and had the identical email....actually here it is...

I know I didn't ask before the end of the auction, but I am rebuilding a salvage shadow, and in Ohio we need vin#s for used parts we install on the salvage vehicle. Is the vin# from the donor bike available? If so could you include it on a bill of sale that is dated and signed? Sorry for the hassle but it would help me. Thanks, John.
Just me or is that not a very odd coincidence??

check this auction out, it was the one I sold on ebay, see if its the same guy...
http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&ih=004&sspagename=STRK%3AMESO%3AIT&viewitem=&item=140155899122&rd=1
If so, I am thinking possible scam, but who knows, the guy has a good rating and he took the headlight without the VIN, stating he would have to try and pass inspection without it and put it on after the fact. I think its bogus because the law states its only for major parts they need a VIN number and signed and dated invoice and stuff, hood, fenders, engine, transmission according to the web site. So headlight does not seem to fall into that category. I would not give out my VIN number if I was you. I still think its either a scam or someone is taking the law to literally. They want a donor VIN, sounds like its if the donor bike is trashed, as well as the salvage bike I dont know, but my vin number is only going to those that need it, insurance and registration documents for my vehichle.

Yeah I also suspected the same thing, and two auctions wanting a VIN number for the same part, well, it seems a little fishy, also he was told by me if that was a requirement he should have inquired before bidding, since he did not do it on yours also, it makes me think he is fishing for VIN for illegal reasons, I am going to report this to ebay at least, if not also report him to Ohio dmv, this seems like he is intentionally waiting till he has won the auction then like, oh yeah can you please send me the VIN on a signed invoice, no big deal, I think its scam. Sellers beware of John in ohio he wants your VIN :)
Both of you should report him to ebay for sure.
