How to??? For seals

I live in central PA and need to get the fork seals done to get my bike through inspection.

Does anyone know how to do this that might be able to help me out? I would appreciate the help a lot!!!

Well it makes me a little nervous, but maybe I can get someone with the tool to re-seat it properly for me.

I don't think I am up for this one. I know I could save some big bucks but I need experience on my side for this. I don't want to end up without a bike all summer.

For a tool find a piece of pvc the right size, It'll stand up to one use.
