vbulletin has a similar feature but it's used in conjunction with a front page. The shout box sits on the 'main page' and not on the forum itself. Not sure if menace would be using a front page for the forum. It's used more to keep a main page updated with information from the forum itself. But you can add lots of features to it as well which can include the shout box.
