Here is a link from cruiser customizing for one idea, that way you wont have to do any cutting or welding.http://www.cruisercustomizing.com/detail.cfm?model_ID=9&Category_ID=54&manufacturer_ID=160&product_ID=2097&sblid_name=Cycle_istiC_Passenger_Peg_Relocation_Kit__for_Honda_Shadow_Spirit_1100

If Your Passenger Is Pegs , He Is About As Low As He Could Get.
But,if Your Wanting To Lower Him More.just Trow Him Off The Fucking
Back Of Your Bike.

Chop them off and buy some pegs that clamp on or mount to the frame.

Have a look at these. I bought them last summer and according to the wife, they work great, much more leg and butt comfort and gets her out of the "Frog legs" position.

Take a look at my pics, Sarge. I used aluminum flat bar for the drop. Polished it to a sheen, drilled two holes and mounted it to the original brackets using chrome acorn nuts and stainless bolts. Then I bought some after market "z" mounts and pegs. The wife loves it. She says it's much more comfortable for her.
