READ CAREFULLY, doesn't include the bolts/spacers/hardware...check with National Cycle first to see if that is cheap and easy to get from them. Assume no key, but like my steal, just take cylinder out and go to locksmith...$15 to make 2 new keys for me. Could be a headache, could be a steal???
