WELCOME!!
If I understand your description correctly, I believe you have just described the "Air cut off valve" hose. That was used on California models, and there should be a vacuum hose routing label on one of the side covers.
I have an 86 VT700 and the only line I can see that has a spring around it, runs right up into the coolant filler neck right before the thermostat housing, but I seriously doubt that it's the same line.
Wish I could be of more help.
Once again, welcome!

Try lubing the cable before replacing it?

I tried that for two day with wd-40 and break releasant and it is still stiff as hell won't move unless I use vise grips...

Are all the components required for proper choke operation installed including the springs? After reading your first post there seems to be confusion over where to connect a vacuum line...has this issue been resolved?

If you find one, please let me know whether or not there are 2 available.
I was told I can order one through Honda, part # 17950MK7000 for $45.04, but would like to save some $$$ if possible.
